You take 1 Soft Clay and Varrock teleport runes to yours/someones house and use on their altar - you get a tablet in return.

It's just a teletablet made using a lectern in your house. It's good because you don't have to click your magic book then the teleport. It also uses one space instead of the two or three types of runes needed for it.

I was wondering... Can you use the tablets after level 20 wilderness, seeing as you cant teleport after that?

You can't, you can still only tele upto 20 wilderness using it.
