Help please

Hey I was wondering if anyone could help me. I want to make a site panel so that instead of going on cpanel I could login to admin panel and edit/update pages through that.

Could anyone help me by getting me the code for the following or link me up with a tutorial:

I basically want a form that will allow HTML and will submit the data into a database. I can then create a page and put some code in it which will get the data that was submitted and display it on the page.

Also a form that would bring up the current code on the page so I could edit the page would be useful
