Even so, their are too many hobbas on .com, in some rooms, their are more hobbas than people, alot of them abuse their powers aswell.

Yes, Foo gives out silver badges to people who deserve them. Basically she is now handpicking them until things level out alot more and then she will probably bring in a new type of system.
