I need some help on creating an arcade.

i want to put on ibProArcade v2.5.6

On the readme it says

The entire /arcade folder to your forum's root directory
The files in the /admincp folder to your forum's /admincp folder
The files in /includes/xml folder to your forum's /includes/xml folder

how to you put all of the folder on the cpanel?

You can use an FTP client and drag the whole folder to the appropriate folder on the server.
