    No, you cant get vBulletin for free. You can get a nullified one, which is illegal and vBulletin will find out.

    It's £45 for a year or £90 for ever, I doubt someone will buy one for hosting

    No - really there is no such thing as a free vBulletin. It's pretty crazy if someone would give you one for free seeing as they spent £90 on it.
