You can't make a flash game clearly, if you could you would be giving us some you've made already, and online flash games are pretty hard to do, one thing you'll need a server to store all of the character data, if you let the data store in the players cache they are able to edit the variables, not only that you'll get thousands of complaints that peoples characters are deleted because they cleared there cache out, so providing you can make a good website to host this game, get a server that can take the amount of players you're expecting to play, a good detail of quality and multiple settings for people with lower connections I'd give up.
