Can a portfolio be a wordpress theme?

I was looking for these myself about 2 hours ago. I was planning on making an interactive portfolio type site

Because I wanted blog/portfolio . . .
Anyway, I may require some assistance form Lite with some flashy bits. Do you need a site, or money, or what really? For a 60-90 seconds advert with sound etc
