If you try to sign on uk habbo it says that... *** is up??

Either, its a new update which means only UK people can acess the hotel, or it's the maintence message from yesterday, that they haven't got round to fixing for other people.

This should be fine now, everyone received this message but it was a mistake after the maintenance break to install release 11.
