I suggest Fishing at Barbairian Village and bank at Edgevile.
You need Feathers for Fly Fishing, not Bait.
People usually this Feathers in the Fletching Forum on the Runescape official forums at around 5-10gp each.

Or you could just attack chickens and take there feathers (5-10 per chicken) but thatll take quite long to get 1k+
