How do I unban IP addresses when the user is deleted?

So, a user gets IP Banned, and then the user gets his/her account deleted.

He/She Should be unbanned if the Accoutn is delted if not get them to create a new accoutn and unban if this fails

I still can't find the IP I want to unban.

To ban/unban a user on a vBulletin forum:

AdminCP>vBulletin options>User banning Options>Banned IP Addresses>Find the IP You want to ban/unban and add/remove it and press save
