You use soft clay and tele runes on a Lecturn which can be found inside someones POH (player owned house) You can make bind many different spells into tablets not just teleport spells.

Level 40 for an Oak Lecturn
Level 47 for an Eagle Lecturn or Demon Lecturn
Level 57 for a Teak Eagle Lecturn or Demon Lecturn
Level 67 for a Mahogany Eagle Lecturn or Demon Lecturn
