It's a normal poster as far as I am aware if it's from the Finnish Hotel. It's called Rasta Poster on the UK hotel. It's been on the hotel for many years, possibly the first version they've ever made.

It is old, Rasta Santa came around last year. It's a coincidence that the Rasta Poster exists aswell as Rasta Santa but there is no connection I can see what you thought though, wise but not true this time.
