What mosnters drop dragon Halfs or the full shield if it's possible

Nothing drops the complete shield, and any monster that drops gems also drops the half.
Demons, kalphites, dragons, most slayer monsters...to name a few, it's best to look it up on the runehq.com database for a full list though
