u can buy owned licenses second hand but their rarely sold. yeah vbulletin.com is best place to buy 1.

If you can get one second hand do,Because its ALOT cheaper trust me,My parents baught be a owned one yesterday when i could of got one second hand,But oh well

Well they are sold by people who already own a owned license. They usually go between £40-£60 depending on how much time they have left to access new versions of the software. I sold my owned license last year for £55 with 4 months update time left on it. I'd advise you to be very careful when dealing with second hand license sales and always contact vbulletin.com for information on the license and to see if the person in question owns one.

Im not sure if im buying one im just intrested, just having a look around at the moment
