How do you make a Staff Chat?

I dont think many of you know, But im editing Kristal Panel and im going to add a Staff Chat Does any one know how to make one so that it works with all MySQL's, and so that u need to be loged in to use it, and so that it uses your Username, and admins can use Special Users, i.e. Admin, Radio etc.. and Clear and Delete :p

Its Habbo Newsies DJ Panel, which was Edited by me, but the Staff Chat dosnt currently work with our MySQL
