Well since i find my main U_C_B boring to be on i want to try luring for cash and fun i will ofcourse post my lures here and on runescape community but i would like a few bits of information like what levels should i get up, how should i get them up and link to lure guide?

I think the bold text above is meant to be defence.
Also, I dont think you will find a "lure guide" as lurers usally charge players to find out. "lure lessons" can be very expensive.

I'll give you one lure technique.

Find someone with a rare item, say you will kill them for a drop pic and you will pay them 100k or so, tell them to bring ONLY 3 items (makes it look like they wont lose anything), when your in wildy lvl 10 or so, give them 100 NOTED lobbies, =100 something worth EA at gstore, making their rare the most likely to drop (unless its a rare item, i.e. d chain, if its a mask/santa, the g store price of those discontinued items in lower then the price of the lobs) Giving them the lobs and saying that, that is pre-pay for "Helping" you out, will surely drag them to die for you, when they die, they will keep there 2 items, and 1 lob, dropping 99 lobs and rare.
P.S. Careful of people who will ONLY BRING THE RARE. Leave them if they dont bring 3 items or it wont work! Good luck and have fun.
