Get something like fireworks, slice it up, get an easy web editor and change some values and voila.

Or, CSS and Divs, which is harder. =\

iFrames are terrible. CSS and DIV's FTW.

I would like to second that

Learn XHTML 4.1 and CSS2, and use PHP Includes, NOT iframes

Agreed. PHP include are alot easier.

Then all you really have to edit is the php pages and not the index.

Also use a PHP nav system

Currenly the css2 spec is quite limited meaning if you want to do anything complex it can be painfuly diffacult, useing a few css3 attributes here and there can be a life saver at times, although IE as normal doesnt support any of em.

Divs are actualy easyer than tables really anyway and are pretty easy to do. Personly useing a slice app is a waste of time, since they do it in such an ugly fasion. Easyer just to open up a graphics app and cut out the bits of images u need to put the layout together, then repete and reuse where you can insted of the bandwidth wasteing full lengh and solid colour images u get with crapy sliceing apps. "/
Personly i work code => visual layout, not visual layout image => code. So i design in quite a differnt way to alot of people seem to these days. But with my method adding a skinning system is **** easy, to the other method its near impossible without complety rewriteing the thing :p
