Web site tool bar

I think this is the right section to post this in. I want to make a web tool bar like http://toolbar.yahoo.com. I was just wounding what program I would need to make it and if there is any tutorials to help.

www.conduit.com u can get a ready made 1 there and edit it to your liking.

There's a site that let's you make them... www.ourtoolbar.com. It's changed it's name to conduit.
