Yes will still do a fair bit of damage.

Besides, you could always hide behind a rock and not get hit.

If you still dont believe us, watch a person with protect from range get killed by a ranger.

If it's a npc it protects you 100%.
If it's another player it protects you 50%.

Using prayer against a monster, it will not hit anything...

If you use it against a player protects you half..
