I read it multiple times and it sounds like he wants to make a game rather than play one. Neither of these really have to do with web design. But the creating one makes more sense.

There's a few basic scripts about. However, I wouldn't get your hopes up on managing to customise one to be anything remotely similar to the examples you noted.
