I don't think you can... as its not got a background that could be tiled.

you could place the image as a table background and then put the text and navigation in divs. Rather like you would create a overlay for a myspace page.

Or put the image into a table background, then place a table inside that and position the text in the rows and columns. Slightly confusing but would get the job done
