The only illegal part is how people use them, not to own one.

Also, we don't control the ads that are featured.

i thought that the ads were related to the nature of the forum?

they work off keywords on the page, or just randomnly, so if someone says ohmadayzzz i got keylogged it'll show a keylog add.

They try and relate to the page they are on.

However, Keyloggers are not illegal, as you can put them on computers for example at school, so they can moderate what is being done.

It is breaking the Computer Misue Act (I think, dont quote me) if you use a keylogger to gain unauthorised access to a resource on a account which you do not own.
