Tried redownloading? Basically XACT is a new sound engine they tried to implement badly but I dunno why its not installing for you.

It has installed when you double click on the icon of warrock that message thing pops but thanks im gonna reinstall it

Try this only a suggestion though:
C://ProgramFiles/WarRock/ and delete your audio folder.
