Depends on a lot of things. Especially age.

If you're serious about it go DIY and produce a bunch of demos and play them live at places, then send away the demos to local independent record labels (if you're sending away to labels like Sony and Warner you haven't got a hope), then if your applications are successful one of those labels might pay for you to have some studio time. Main thing is to stick at it and make sure you're always busy with something though, but like Sam said, if you're quite young that might hold you back.

Yeah, Ive read some stuff about record companies (major ones anyway). Like if youre still in school (not including college), they wont even think about signing you. They want you to be 100% commited to them. I'd reccomend going to some indies. Good luck with that.

Jakobínarína have some members in high school, and they're on Rough Trade Records. But they're Icelandic, so the school system will be different...
You could try Fiction Records (The Maccabees) or Moshi Moshi Records (Hot Club de Paris). They're 2 main indie labels.
(will be updated whenever I can be bothered to)

Irscope? Ive never heard of it? Do you mean Interscope? Because that is a huge big label company. Youre only 13, write songs and get really good, get the hype up. There's no way they'll sign a 13 year old unless youre really really good looking and can get 10 year old girls all riled up.
