The monsters there drop them, and you get them as a reward from the fight caves minigame.
You use it to buy stuff from the Tzharr, like runes, obby weapons, cape & shield, etc.
It's also untradable

if you go down into karamja volcano, its just on the east of the bottom of the rope, its a little cave

It's on Karamja volcano, climb down the rocks, then enter the cave entrance.

Bit of advice dont attack the really low level monsters because all the other join in and gang up on you
