Register there. Then activate your account by following the instructions. It will require you to sign into your actual vBulletin account.

Then, what I used to do, is I would upload the actual skin first in the ACP, and then look at the folder the images are pointing to if it doesn't already tell you. You will probably upload it in /images/skinname.
