Id get most non members lvls to 30+ before becoming member, but guess you can do whenever as long as you know what your doing

What levle mining as my WC is 60 not sure about mining but is above 40

Edit: Yes ill get a screenie asap. There is one problem and i dont have much stuff as i gave it away reckoning i woulndt come back but ill get some cash selling a Pin hopefully soon.

Mining it doesnt really matter just get loads of ore to make arrow heads or throwing knifes.

Woodcutting would be for fletching which is a good money maker, if you really wana make some cash get high enough to cut magic trees

I got members at lvl 25 combat. Which is about 4 days after I started.
