It's not automatic really. They read the CFH, and copy and paste that text into the reply if that fits the Habbo's problem. Clearly he just read it with no care and thought because it contained the word bully he'll send them information about ignore which actually has no relevance

Well they get an awful lot of CFHs, and they've been told to always use that. The vast majority of replies to anything you send are that. Not the Mod's fault, to be fair.
