It's just a thing they do, I think it's once a month in GS and some horde town

the first week of the new month a event called Darkmoon faire comes to you


Eg one month they are in goldshire

other month they are in durotar

as you may know thats once a month to alliance and once a month to horde but you can still go to either just dont get ganked if your on a pvp server

Basically its just a fun thing with you hand in items for tickets and tickets = decent items and you can get a 2hour free buff which quite cool

The Darkmoon Faire will appear either in Goldshire or Mulgore at the base of Thunder Bluff on the first Friday of ever month. The Faire goes to Goldshire on ever even-numbered month and Mulgore on ever odd-numbered month. The Faire officially starts on the Monday at 4:00am Server time (The faire takes 3 days for the carnies to set up) and remains there for one week and the following month will set up in the opposite location.

Goldshire is in the human starting place yeh (The main town in Elywnn forest). It's expected these days that it's to be deserted as the rewards the offered pre-tbc are now sub-par the epic necks and cards are no match for items you can find in the Outland.
