Ardougne.
Steal from cake stall & guards in a combination...
When there is no guards do the stall then guards, then stall for food etc.

Easiest way = pickpocket guards in Ardy stalls place while stealing from the food stall for food
Quick and Free.

BY FAR the easiest and quickest way to raise thieving is by Pyramid Plunder.

I didn't find pp very helpful. I just did all quests with thieving xp, (the fued gives 15k xp) and then moved onto master farmers, which raised my levels fairly quickly.

With PP you can get 5k+ exp per trip, so that's 1k exp per minute.
I don't like it myself, but it is very fast.
