Is my PC good enough to run CS-S

AMD Athlon 64 3200+
2GB RAM
160GB Hard Drive (x2)
1000GB Hard Drive (Yes lol)
Windows Vista Home Premium
XFX Geforce 6200 graphics card

Also how do you pay for it

yes it is and you buy half life 2 which comes with counterstrike source =]

or if you dont wanna spend all that, you can buy it from steam for 10$
also that graphics card is going to bottle neck with only 2gigs ram AND vista running so you wasted your money, you need atleast 3 for good streaming

also, harddrives dont mean much they will be obsolete for the common person within 5 years thanks to virtual memory XD
