I can see why the graphics aren't as good, it was made in 2005 the trailer.

It most probably is legit and actually made and produced by R* but this would be one of the very first prototype's.
If it's not legit, it's a very heavily modified GTA SA map.

It's like the Titanic 2 trailer, they've taken little bits of games with cars and people talking about and made it look like GTA by removing alot of things that'd look like it was editted, I'm sure alot of the sections of that video are ripped from Just Cause, not sure about all of them though
