Image editing + signatures

Hey i was wondering if you could recommend some software which is free and i can use to make a good signature for my runescape account etc

So if i have an image and i wanted to put text on it but say i wanted the text fancy and the image to fade out etc.

Anyone recommend some good software?

What you're asking for sounds awfully like my sig, except for the fancy text of course.

I made my sig on Macromedia Flash 8, background image was blurred, the image of me was drew freehand because I think flash is the best for doing freehand, and the text was done in paint.
