I read somewhere that Jagex were threatened to be sued because some kid was ditching school and playing rs 24/7 and sleeping for like half an hour a night or something.

And it was on Radio 1 once saying how its addictive. so i guess they were forced to put it on there so they can say "Oh atleast we tried".
