ive not played runescape for a long time, but i think you have to get a key from somewhere (in a quest)

Go into the house opposite and search the bookcases untill you find some books, then use the book with knife or a sword. (Something with a sharp edge) You will get a key, then use the key on the wall.

See the building oppisite it, search the bookcase there and you will get a book. Use a knife with the book and you will get a key you must off started the elementall workshop to get in.
