Why the Tour De France is in London?

It's only the prologue (introduction), and then the first stage goes through Kent. I think it was an initiative by the mayor to prove we're unaffected by the 7/7 attacks and it's also to encourage citizens to travel by bike. They've recently had the first stage in Belgium/Germany/Luxembourg so what's wrong with us having it, if it attracts crowds and interest?
