    Well first of all.
You won't be able to do it with just notepad. Not saying it's impossible but I doubt you're skills stretch that far, so I suggest something like frontpage. Don't go out buying anything big like dreamweaver.

Open up the image, and use the marquee tool to create slices of the picture. Export them all seperately as different images. Work out how you're going to make your table.

Open up frontpage (or whatever editor), create a table fitting the specifications. Paste the images into the table cells and your layout is created. For cells with content instead of pasting the image in, make the background of the cell that image, so you can still enter text etc.

This isn't a very thorough guide but it gives a rough idea of what you have to do.

PM me for more help and useful sites.

Or if you dont want a website that sucks due to poor codeing, id suggst going back to your orignal idea of useing notepad and psp, possibly find a free editor with colour codeing as it often makes what your writeing more clear.

To start with though you do have to learn the basics, first off, html, how it works, the basic syntax. Then css, again just the basics, both are alot simpler than they first appear.
Once you get that done try and visuluse your site in to a number of boxs, remeber images can be repeted over and over, so u can make a bar, from a very thin image, which means less bandwidth used and faster loading.
use psp to cut out the shapes you need and arrange them in to your boxs of divs, setting hieghts and widths were applicable via css.

It requres a little more time and alot more effort on your part in that you have to learn html css to really stand a chance, but the end result will be infinatly better and something you can actualy be prowed of as opposed to somthing shat out by a sliceing app.
