Something I noticed about perm bans

I strongly recommend reading the following Habbox Article which illustrated a lot about habbo's future.


However, I also noticed habbo are lifting a lot of perm bans from appeals. I know at least 4 people who were permanently banned, but had it lifted within about 2 months. Could this be a method to retain the dwindling users?

Barkseh was perm banned about a year and a half ago but I got it unbanned by phoneing them up.
