Need Some Help!!!

I am looking to start up a website for either personal or fanbase use

I would love it to look like:
http://www.ciaraharris.org/
http://ultimateciara.net/

But what program or site do i use to get that layout?
I can design the graphics myself just the tables etc??
And is there any free place where I can host?

To edit, Id use Frontpage or Macromedia Dreamweaver.

Hosting - Id use urm Freehostia.

if you can design you need to get someone to code it for you.

Do you have any knowledge in HTML?
