There is no way, the Marquee text is not part of the XHTML specifications.. in fact its never been in any HTML specifications, its just some crap Microsoft made up.

It's possible to do it in Javascript, I know that.
But I'm not sure if it's XHTML 1.0 valid.
But a quick Google search wouldn't hurt.
