Help with basic html

Lol don't ask why but i can't figure out how to do it. lame

Basically i have erm

That for example its a frame but it aint loading a page..

I want that one frame to refresh every few seconds. Theres 2 frames on my page. When i put a META in it just reloads whole page and not the one frame.

Any ideas? lmao peeing me off
