For dumbbell weights... I'd say, with them in your hands, raise your arms to the side of you, then while your arms are straight bring them round in front of you, then back to the sides, then in front of you, etc etc... But i cant imagine that would be very effective...
Go the gym and use one of them multi gyms where you put your arms on the thingymabob... And squash them so they go in front of your face.

I think this will work
Go to swimming everyweek, like 3-4 times a week.
Do about 1-3 hours swimming, that should help your arms muscles, then do what Luke said.

Also. I think simple pushups help.. might not be AS effective as the other workouts but they still help. The wider your hands are apart when doing pushups, the more it works your chest, the closer they are, the more they work the arms.
