Is this right, once I get my mining level high enough I can mine gold ore etc. and then get stronger armour/weapons?

Yeah, the better the ore, the better the armour. But, you need to have the right smithing level to smith it, and the right combat levels to wear it.
Gold is used for jewerally though.

yh u have to have good smithing lvls too aswell as a good mining lvl which means u have to smelt your ores as u get them to get ur smithing lvl up.
+ ill give u an axe.
