Make a Free Rights Room and drop some furni in it. Drop 2 mode bars so people can stack. Then make sure some people come in. Kick anyone who seems intent on kicking everyone else.
Keep a close eye on it, sometimes people make really ubercool rooms.

Yeah lol.. I went into my storeroom the other day because I saw it had 1 person in it, and went and found some random girl moving my furni about arranging it lol! I just left her to it and when I came back, my storage was nice and neat :p
