Bebo skin help!

Im making a bebo skin and I have all the design work done, but everytime I save it it's like 10KB too big.

Even though it says 38.2KB on the Photoshop application.

I can save it lower but it loses alot of quality.

How can I get small files with good quality?

Is it saved as a Jpeg?

Nevermind, I found it out, You save as GIF and reduce the number of colours, It doesnt affect it at all tbh.
