I always Trained at Guards till my Combat stats were 60.
But you can also try the Moss Giants in Varrock Sewer or on Crandor Island. And at 70+ Combat i went Security Stronghold to the Spiders on the third Floor they are aggresive but they also hit you sometimes. I always went world 3 to the fishing place asked for free fish and went training again.
