Just wondering,
when im on runescape i can see people moving
but if they alc i can see their hands move - but no light
or if they do skill emotes
i can see them move but no items? :s

yeah, it usually happens it cramped areas where graphics as such are taken away to reduce lag.

Found out the reason:
It was due to i was playing in Low detail,
once i swapped to high detail it was sorted
+rep for all who tried to help

You see the light in low detail if your in a empty place.
