Rome Total War Cheat Help?

I was Just playing Rome: Total war on campaign, and was trying all of the cheats and most (nearly all) helped, except - to me: The most important one. Process_rc "Settlement name" is supposded to unlock all units for that settlement but doesnt work, the command isnt noticed by Rome or something.

Process_rc <settlement name> isn't a valid cheat nor is there any cheat which does what you said.
