If you wish to recharge it speak to Islwyn in Isafdar. It costs 900,000gp for the first recharge, and less and less each time after.

In Isafdar, bring the bow and as above said, it costs 1m to start I think then it slowly lowers. If you have a crystal seed (200k or so) you can use that to get it recharged I think.
