2 questions i need answering on Zelda: Twilight Princess

1st question is:

How do you choose to become a wolf when ever you want. DO you have to get passed a certain point in the game? or unlock something

2nd question is:

When your guiding the cart to Karakio (Something like that) you have to shoot down the bird because its setting the cart on fire. I point at the TV but always miss the bird. Is there an easier way to do this?

Question 1 , You need to find the master sword to change into wolf when ever you want as midna finds a way to removed the thing in your body and they you can use when ever you want,

Question 2, Use the 'Z' Button to lock onto target's that are close to you.
